6. I have also to observe that the

intention of regulations in such a

matter is not only to secure the

position of Government but also to

make clear to officers in the Service

study leave. It appears to me that

in certain respects these regulations,

while no doubt they do give complete

discretion to the Governor, do not

in fact give a clear indication to an

01ficer of the normal conditions under

which he may expect study leave.

course, in the meantime.
